In Hong Kong, more than 220,000 people are living in inadequate housings, such as subdivided units and rooftop dwellings. Extreme weather, typhoons, heavy rain, air pollution, and fire hazards directly threaten the safety and well-being of residents. The HKRC plans to provide local disaster preparedness services to inadequately housed households, which aim to enhance their awareness and capabilities in responding to disasters, thus reducing casualties and property damage. The services include conducting needs assessments and home visits, implementing home improvement initiatives, and establishing community self-help networks.

The living environment of some subdivided units are harsh. The walls were badly scarred with concrete spalling, cluttered hallways, lack of ventilation, and high humidity. Furthermore, many household appliances are used ones, and have been used for many years. After conducting home visits and assessments we learnt about their difficulties. To address these challenges, HKRC sent them essential household appliances that offer better energy efficiency such as dehumidifiers, portable stoves, fans, and LED lights. to improve their living standard. Also considering the unique living environments of subdivided dwellers, we've designed escape guides for disasters and emergencies, provided them with fire blankets, emergency kits and conducted simple drills with the residents. If anything happened they would know how to react and escape.
